Which statement describes yellow flashing lights?

Yellow flashing lights signal a hazard ahead and tell you to slow down and proceed with caution. They’re a warning signal, used to alert you to conditions that require extra attention, not to stop immediately or to give you priority over other traffic. In practice, this is why they’re described as being the same as a warning sign that says slow down or proceed with caution—you should reduce speed and move forward carefully. So, the best description captures that cautionary purpose and the need to be alert for changing conditions, rather than stopping or assuming you have priority.
